This is currently handle by our court system, but this was the court system during the days of Moses. If you intentionally killed another person and found guilty of it, then you were put to death. If however, it was found to be an accident then a town was provided for you to live in away from everyone else.
12 He who strikes a man so that he dies shall certainly be put to death. 13“But if he did not lie in wait, but Elohim delivered him into his hand, then I shall appoint for you a place where he is to flee. 14“But when a man acts presumptuously against his neighbor, to kill him by treachery, you are to take him even from My altar to die. – Exodus 21:12 – 14

41 Then Mosheh separated three cities beyond the Yardĕn, toward the rising of the sun, 42 for him who killed someone to flee there, he who kills his neighbor unintentionally, without having hated him in time past and might flee to one of these cities and live: 43 Betser in the wilderness in the level land for the Re’uḇĕnites and Ramoth in Gil‛aḏ for the Gaḏites and Golan in Bashan for the Menashshites. – Deuteronomy 4:41 – 43
